IRCD is an independent endeavor to make scholarly ideas and information on democracy accessible to a wide variety of interested people in the US and abroad. While IRCD will give special attention to developing countries in general and the Middle East in particular, it is not geographically defined. It is hoped that through its global approach, it will make dialogue and exchange of ideas possible among students of democracy the world over, and fill in the gap in communications between scholars in the industrial west and the less developed countries.

IRCD will strive to become more interactive, making it possible to have a discussion forum and also to provide a reference service.
